Insurance moves: Liberty Specialty Markets, Ceta Insurance, CFC – Insurance Business America

The UK’s insurance sector is seeing significant leadership changes this week, as three firms – Liberty Specialty Markets, Ceta Insurance, and CFC – have announced key appointments. Pierre-Edouard Fraigneau (pictured left) has been named president, Europe, for Liberty Specialty Markets, while Mark Chappell (pictured centre) has joined Ceta Insurance as head of intermediary. Additionally, specialist insurance provider CFC has appointed Alex Moon (pictured right) as group general counsel.
Liberty Specialty Markets has appointed Fraigneau as president, Europe, effective September 1. Currently serving as chief underwriting officer for LSM Europe and Liberty Mutual Insurance Europe, Fraigneau will continue to be based in Luxembourg and will succeed Kadidja Sinz, who will retire at the end of 2025.
Fraigneau joined Liberty as chief underwriting officer in 2020 and played a key role in developing Liberty’s Invest in Europe 2030 strategy.
“Pierre-Edouard is fantastically well placed to lead our European business and deliver the 2030 strategy which he was instrumental in creating,” said Phil Hobbs, president of Liberty International Insurance.
With over 20 years of industry experience, Fraigneau previously worked at Sanlam and spent 12 years at AIG, where he served as deputy general manager for North and West Africa.
Digital niche personal lines broker Ceta Insurance has appointed Chappell as head of intermediary. Chappell joins from TMG Mortgage Network, where he held roles as head of strategic partnerships and national sales manager during a period when the network became the fastest growing in the industry.
“We’re thrilled to welcome Mark to our fast growth business,” said James O’Hara, commercial director at Ceta. “His fresh innovative approach and energy make him the perfect fit for our team and our aspiration to deliver a pioneering approach for brokers.”
According to company statement, Ceta currently serves approximately 10% of the total addressable wholesale market, but with 97% of mortgages going through a broker, the opportunity to help more of them sell general insurance and grow their businesses is significant.
“Currently four out of five mortgages don’t have GI attached by a broker. This is a real missed opportunity for the industry as a whole,” noted Chappell.
Specialist insurance provider CFC has appointed Moon as group general counsel. Moon brings over 20 years of experience leading in-house legal teams and will head up CFC’s legal and governance functions.
“Strong governance is at the heart of our business strategy and instrumental to how we deliver exceptional service to our brokers and underwriters,” said Louise O'Shea, group CEO at CFC.
Moon joins from iQ Student Accommodation, where she worked for almost seven years as general counsel and chief of staff.
