The Brazilian government proposed creating a national quota system to regulate beef exports to China after the Asian country imposed safeguards that could affect prices and employment in the sector. The recommendation is outlined in a letter from the Ministry of Agriculture and Livestock (Mapa) obtained by Folha.
In late December, China announced a 55% tariff on beef imports exceeding annual limits. For Brazil, the 2026 quota is about 1.1 million tons. Based on 2025 data, the ministry estimates a 35% reduction in Chinese demand, equivalent to 600,000 tons.
According to the document, the absence of controls could trigger a disorderly rush among exporters, falling prices, diversion of supply to other markets, and impacts on rural producers.
The letter suggests distributing quotas according to sales history, reserving a portion for small exporters, and using export licenses. The proposal will be analyzed by the Foreign Trade Chamber (Camex), linked to the Ministry of Development, Industry, Trade and Services.
