Hiring stays cautious, whilst demand rises for adaptable, AI-ready professionals.
About 83% of organisations in Hong Kong reported skill shortages in the past 12 months, with 53% struggling to fill intermediate-level roles, according to a survey by recruitment and human resources firm Hays.
The findings come as the adoption of artificial intelligence outpaces organisational support.
Whilst 71% of professionals said they already use AI at work, only 35% of organisations provide training or support for AI adoption. Despite this gap, 87% of professionals indicated willingness to participate in upskilling programmes related to AI.
Intermediate roles were the most difficult to hire for, followed by managers and directors at 27% and entry-level positions at 25%.
Hiring challenges come as expansion plans remain muted, the survey found. Only 33% of organisations expect headcount growth in 2026, lower than Mainland China at 44% and Japan at 60%.
The report also highlighted continued demand for transferable skills, with the most sought-after capabilities being the ability to learn and upskill at 38%, adapt to change at 36%, and communication and interpersonal skills at 36%.
Employers cited competition from other companies as the leading cause of skill shortages at 38%, followed by pay levels at 35%, and lack of progression opportunities at 26%.
Regional Director of Hays Hong Kong SAR Adrian Lam said hiring pressure remains concentrated at mid-management levels despite limited expansion plans.
“These roles often sit at a critical junction between execution and leadership, requiring professionals who can combine technical capability with strong communication and decision-making skills,” Lam said.
He added that demand is focused on learning agility, adaptability, and interpersonal skills as organisations operate with leaner structures.
Lam also said AI has become integral to how professionals work, noting that those developing practical AI capabilities are better positioned to meet changing role requirements.
