イメージ 近年、クマによる被害が増えている中で、２０２５年は過去最大と言えるほどの人身災害が報告されている。北海道や東北地方だけでなく関東・中部地方などでのクマの出没も多く、死亡者は１０人以上となった。こうした状況を打開すべく政府はクマの被害対策に乗り出し、文部科学省では通学などで児童らを守るための注意喚起を実施。クマの被害を縮小化するための技術開発も注目され、生活の安全の確保に向けた動きが進みつつある。（飯田真美子） 政府は鳥獣被害対策特別委員会にクマ被害対策プロジェクトチームを設置した。警察による警備・警戒や機動隊の派遣計画を策定し、ライフル銃を活用した駆除や“クマ撃ち”の人材育成の検討が議題となった。各府省庁でも対策が講じられており、文科省では子どもたちの登下校時の留意点や学内にクマが侵入した時の対応などについて全国の教育委員会に通知。クマの被害が見られる都道府県を中心に対策マニュアルが作られ、通学路の点検や見守り、連絡体制、クマ鈴の着用などが盛り込まれた。松本洋平文科相は「学校現場で生徒や教職員がクマの被害があってはならず、通学路の安全確保を含めて対策する」と強調する。 小中高校に限らず大学や研究施設付近でのクマの出没も増加している。岩手大学や東北大学などではキャンパス内にクマが進入し、休講を余儀なくされた大学もある。また宇宙航空研究開発機構（ＪＡＸＡ）の能代ロケット実験場（秋田県能代市）や臼田宇宙空間観測所（長野県佐久市）などの研究施設では、付近でクマが目撃され一般の見学を一時見合わせるなどの対策を講じた。ただ、大学や研究施設は職員や研究者が仕事をする場でもあり、クマが見られた地域の研究者は「クマが出没したと聞くと怖い。出勤や研究するのも命がけになりつつある」と不安を隠せない。 産業界にも影響が広がる。福井県勝山市は、同市内の繊維系メーカーのセーレン勝山工場の敷地内にクマが侵入したと発表。従業員を待避させ、ハンターに市街地での発砲を許可する「緊急銃猟」を実施してクマを駆除した。クマの出没が見られている地域には中小企業や工場なども多く、今後はクマによる被害も増える可能性がある。 近年、クマによる被害が増える背景には、クマが異常繁殖していることが挙げられる。北海道のヒグマは１９９０年比２倍以上の約１万２０００頭、東北地方でもツキノワグマは岩手県や秋田県で同３倍以上、宮城県でも同約５倍の個体が生息していると推計されている。全国には一般狩猟者が約２２万人いるが、銃器でのクマの捕獲経験があるハンターは約３０００人にとどまっている。テクノロジーを駆使した効率的なクマ対策が焦眉の急だ。 上智大学は、クマとの遭遇リスクをＡＩ（人工知能）で予測するモデルを開発。過去の出没記録や日時、気象、食料となるブナの実の豊凶情報といったさまざまな時間・環境・社会的要因を統合し、２３年度に秋田県全域で出現したクマの有無について正答率６３・７％でクマを予測できるようにした。 また防刃装備品ブランドを展開するＳＹＣＯ（神戸市中央区）は、クマ対策用防護服の開発を始めた。クマの爪や牙による裂傷・刺突に対する防護性能を強化した服を設計し、致命傷や後遺障害の低減を目的とした現場で実際に使える防護服を２６年度中に製品化することを目指す。 クマ被害を最小化する人間の知恵が問われている。 ニュースイッチは、日刊工業新聞のニュースやオリジナルコンテンツを、より新鮮に親しみやすく発信するサイトです。 専門的でありながら、わかりやすく楽しいコンテンツで、ビジネスに新しいスイッチを入れます。 source
