红网时刻新闻记者 刘容 通讯员 肖湘 长沙报道企业反映强烈的“红顶中介”问题，今年被纳入湖南省人大财经监督重点。记者从9日召开的全省人大财经预算工作座谈会上了解到，为落实“企业服务年”行动，省人大财经委、常委会预算工委深化经济工作监督和预算审查监督，重点围绕“红顶中介”整治、中介服务收费规范、行政审批时限压缩等情况开展监督，推动降低制度性交易成本。全省人大财经预算工作座谈会现场。所谓“红顶中介”，是指依托行政权力，与政府部门存在利益关联的中介服务机构，这类机构往往在行政审批环节中扮演“二政府”角色，存在强制服务、指定服务、高价收费等问题，是企业反映强烈的堵点痛点。“监督的目的不是找茬，而是推动政策落地、资金见效、企业受益。”省人大财经委有关负责人表示，要关注企业的真实感受，推动政府及有关部门从源头清理整治，让企业轻装上阵、安心发展。开展经济工作监督和预算审查监督，是省人大财经委、常委会预算工委的核心职责。除了对上述“红顶中介”整治、中介服务收费规范、行政审批时限压缩等情况开展监督外，省人大财经委、常委会预算工委还将重点监督各级政府及相关部门在落实“企业服务年”行动及配套政策方面的进展与实效，包括惠企政策落地、拖欠账款清理、要素成本降低、公平竞争维护、政务服务优化及权益保护等关键领域；聚焦中小企业融资难融资贵、拖欠账款、政策落实“中梗阻”等突出问题和关于先进制造业的要素保障、人才支撑、创新激励等审议意见，督促政府及相关部门拿出硬招实招，推动整改落实。在开展预决算审查监督时，重点关注结构性减税降费政策、支持企业创新发展、安排一定规模专项债券限额用于解决拖欠企业账款等财政政策资金落实情况；对2025 年湖南省用于解决政府拖欠企业账款的专项债券资金使用情况开展专项审计，推动查出问题整改到位。监督只是一方面，由它带出的是省人大财经委、常委会预算工委全面工作的系统布局。该负责人介绍，今年省人大财经委、常委会预算工委已制定38项工作要点，涵盖审议民营经济促进法实施办法、听取和审议国民经济和社会发展计划执行情况、开展行政审批中介服务管理情况调研等多个领域，贯穿其中的一条主线就是“提质增效”，更好服务改革攻坚，助推经济高质量发展。来源：红网作者：刘容 肖湘 编辑：胡冲 本文为湖南频道原创文章，转载请附上原文出处链接和本声明。 本文链接：https://hn.rednet.cn/content/646048/91/15830369.html阅读下一篇 source
